FamFamFam has 1,000 free 16x16 icons in a set they call "silk".  Their license is extremely flexible and the icons are good quality.  Unfortunately, they are not available in any larger sizes.  However, they are still great for web sites and can still be used in other graphic design projects and Windows Forms applications (toolbar buttons, listview and treenode images, etc).
